Question: What does Acts 13:3 mean?
In Acts 2, the Holy Spirit is given, as Jesus said would happen.
Jews filled Jerusalem from all over the Roman Empire for the Feast of Pentecost, (Acts 2:5–12). They all heard the proceedings in their own language!
Peter explained what was happening (vs. 14–35).
V. 36: “let all the house of ISRAEL know; God has made this Jesus, whom you crucified, both Lord and Christ”!
Vs. 37–39: Peter explains how to obtain “remission of sins”; and “the gift of the Holy Spirit”; stating (v. 39); “for the promise is for you and your children, and to all that are afar off (the dispersion), as many as the Lord our God will call”.
Acts 8:14–16: “Samaria” had received “the Word of God”; Peter and John are sent, “that they might receive the Holy Spirit”; “for at that time HE had not fallen on any of them”!
V. 17; “they laid hands on them, and they received the Holy Spirit”!
Acts 13:3 describes the prescribed method of Appointment and Blessing for Paul and Barnabas, of “fasting, praying, laying on of hands”; to ensure that a repeat of “Samaria” did not occur.
It is noticeable that at that stage; only Israel was given special Holy Spirit Power; and for Service to them and the Diaspora.
At the end of Acts; the Power was withdrawn, as a change of “Administration” took place (Acts 28:25–28), because the Jews rejected the offer of Christ Jesus as Messiah!
That decision placed the Jews into a state of “Lo-Ammi” (not My people) for the duration of the period up to Zech.12: 10; which will be reversed when the “full number of the Gentiles has been achieved”, Romans 11:25–27; when they will be returned to “Ammi”, (My people), Rom. 9:25–33!
